After structural gates pass, Review occurs when normalized contribution falls below the entered floor or the absolute difference between the two rates, measured against their average, exceeds the seller-entered tolerance. These controls identify packets needing investigation; they do not choose a payout, bank, conversion date, hedge, currency, or channel.

Set thresholds before observing the comparison and document why they matter to the operating decision. A rate-gap threshold can trigger source revalidation or one-variable sensitivity, while a contribution floor can trigger fee, refund, cost, or retained-order review. Neither predicts future rates or demand.
